El enfoque sistémico en el diseño de un modelo de gestión de agua: hacia la sustentabilidad del vital líquido en Iztapalapa, Ciudad de México

Abstract

Los procesos de gestión del agua, involucran conceptos tan complejos como la gobernanza y gobernabilidad del vital liquido, el desarrollo sustentable, y en general todas las acciones encaminadas a lograr una gestión eficiente del mismo. Gestión que busca un abastecimiento, cobertura, saneamiento, disponibilidad y manejo sustentable del recurso. Actividad que no es nada fácil, si nos ponemos a considerar la escasez del agua, convirtiéndose en un problema mundial. La Ciudad de México y en general las 16 delegaciones que la conforman no son ajenas a ello. Por lo que la participación de todos los actores en materia hidráulica es primordial. Siendo la Delegación Iztapalapa una de las más vulnerables ya que no cuenta con servicios de agua potable que cubran sus necesidades de abastecimiento. Además de ser las lluvias atípicas un grave problema al dejar inundaciones a su paso entre otras afectaciones. Por lo que se hace recomendable contar con un modelo que permita la participación de todos los actores en materia hidráulica que permita la preservación y adecuada gestión del agua, coadyuvando al desarrollo sustentable.
