Creación de un nuevo modelo burocrático

Abstract

Dicen que Kasumigaseki, el distrito de Tokio que alberga los despachos del Gobierno Central de Japón, está afectado por una escasez de recursos humanos. Entre los factores que se citan para explicar esta situación esta la disminución del número de personas que se presentan al examen de funcionariado nacional de alto nivel, el aumento del número de burócratas jubilados, y una sensación de bloqueo y pérdida de vitalidad en las instituciones burocráticas. Este ensayo se centrará en estos dos últimos puntos.
