Descentralización Y Disparidades Económicas Territoriales En Colombia (1990-2005)

    Abstract

    La década de los noventa fue de profundos cambios para la economía colombiana y las instituciones que la rigen y componen el Estado, muchos de ellos fruto de la Constitución de 1991, como ocurre con la descentralización fiscal. En este trabajo estudiamos el proceso de descentralización colombiano durante la década de 1990 desde una óptica regional, haciendo especial énfasis en las disparidades económicas departamentales. Además, se presenta la evidencia que muestra que durante la primera década de la descentralización introducida por la Constitución de 1991 aumentaron las disparidades económicas territoriales en Colombia. Para finalizar, se destaca la importancia de un proceso de equidad horizontal como punto de partida para la determinación de posibles alternativas de política regional que potencie las capacidades endógenas de cada territorio y fomente la competitividad territorial.
