Las Reformas Constitucionales Y Los Movimientos Sociales
Abstract
Las movilizaciones dirigidas por la Central Obrera Boliviana (COB) y protagonizadas por las juntas vecinales, gremiales, pequeños productores, estudiantes, sindicatos y otros sectores de la población eran multitudinarias, particularmente en las ciudades del Alto y La Paz, en Octubre del año 2003. Treinta y tres años (1952–1985) de presión efectuada por conseguir mejores condiciones de vida; vencer el atraso y la pobreza; la creación de fuentes de trabajo y sueldos y salarios justos; industrializar y diversificar la economía; el respeto a las libertades democráticas, los derechos humanos y la defensa de las conquistas alcanzadas con la revolución de Abril; por medio de Huelgas, bloqueos de caminos y movilizaciones realizadas por los sindicatos mineros, campesinos, gremiales, periodista; intelectuales, militares, curas progresistas; y sangrientos enfrentamientos en los periodos de dictaduras. Y dieciocho años de resistencia a gobiernos (1985-2003) que aplicaron el DS 21060 (en plena vigencia) que contiene la política neoliberal, elaborada por la social democracia europea e impuesta por el FMI, BM y las transnacionales ligadas al capital financiero crearon las condiciones para la movilización insurgente del pueblo que culminó con la aprobación de la Agenda de Octubre (programa mínimo de ejecución) y la caída del gobierno de Gonzalo Sánchez de Lozada.Download Info
