Evaluación Del Programa De Trabajadores Agrícolas Temporales México-Canadá. Caso Sinaloa

Abstract

Este artículo realiza una evaluación desde el enfoque de las políticas públicas del programa de trabajadores agrícolas temporales México-Canadá (PTAT) en sus 34 años de operación desde la perspectiva de economía, eficacia, eficiencia y calidad. Además, analiza como estudio de caso la situación de Sinaloa. En la investigación encontramos que el PTAT presenta un instrumento positivo de Política Migratoria y de movilidad laboral para ambos países, pero enfrenta distorsiones en cuanto a las prestaciones laborales y de derechos humanos de los jornaleros mexicanos. Este trabajo utilizó metodología de la investigación cualitativa.
