Abstract

Un viejo adagio económico proclama que la iniciativa individual es el viento que impulsa la nave del Estado, aunque para no quedar a la deriva, el Gobierno debe sujetar el timón. Pero el consejo no tiene utilidad práctica sí es que la nave carece de una brújula que señale la ruta al puerto de destino.
