La Planificación Territorial Y El Análisis Del Riesgo De Desastres En El Ámbito De La Inversión Pública

Abstract

La incorporación de la variable riesgo en el sistema de inversión pública es incipiente y, en consecuencia, en algunas oportunidades sucede que las obras proyectadas en el territorio no garantizan una inversión segura. Situación evidente en las pérdidas recurrentes de infraestructuras y equipamientos localizados en áreas que presentan amenazas (especialmente de origen natural). Para mitigar el impacto de los desastres se requiere institucionalizar la gestión del riesgo mediante la participación permanente de los organismos públicos/ privados vinculados a la elegibilidad de proyectos de inversión y la planificación del territorio. Las políticas de desarrollo territorial intentan promover una adecuada distribución de las instalaciones físicas y una redefinición de usos del suelo acordes con las limitaciones del territorio. El artículo plantea como objetivo sensibilizar/concientizar acerca de la importancia de incorporar la Reducción del Riesgo de Desastres en los procesos de planificación del territorio y elegibilidad de proyectos de inversión pública.
