La sustentabilidad de la política fiscal en México

Abstract

This paper studies the sustainability of the fiscal policy for Mexico, according to the behavior of the Government budget restriction and the balance in the accumulated debt over the last two decades. We use the value of the debt and the empirical analysis is based in Wilcox (1989), were it is equal to zero. Our results suggest that the fiscal policy, for the period between 1980-1997, is not sustainable. These results are not conclusive due to the instability in the parameters of the univariate process in the debt series. When the analysis is realized for the period between 1988.III-1997.IV, the results suggest that for this term the fiscal policy is sustainable, while for most of the eighties it was not.// En este trabajo se evalúa la sustentabilidad de la política fiscal en México de acuerdo con el comportamiento de la restricción presupuestaria del gobierno y con el saldo de la deuda acumulada en los pasados dos decenios. Se utiliza el valor de la deuda y el análisis empírico se basa en Wilcox (1989), requiriéndose para la sustentabilidad que el proceso de la deuda sea estacionario y que su media no condicional sea igual a cero. Nuestros resultados sugieren que la política fiscal para el periodo 1980-1997 no es sustentable. Estos no son concluyentes ya que presenta inestabilidad en los parámetros del proceso univariado que define a la serie de deuda. Cuando el análisis se realiza para el subperiodo 1988.III-1997.IV, los resultados sugieren que para ese lapso la política fiscal sí sería sustentable, mientras que para la mayor parte del decenio de los ochenta no lo fue.
