Competitividad de la carne de bovino en México. Ganadores y perdedores

Abstract

It determines out the variables and policies, and carries simulations, which in the short and long run induce major impacts in the competitiveness of the Mexican cattle and beef activity, pointing out both winning and losing agents, consumer included, and competitive advantages and specialization of producing regions. In doing the above, utilizes two interactive models: an econometric one for the activity as a whole; the other is a regional LP incorporating transport costs in its structure. Variables and policies’ major impacts are bio-technological, devaluatory money exchange rates, import and export tariffs, and dairy prices. It rejects cattle and meat market separability hypothesis, and the so-called doubling price rule between agents. It proves that the meat pig price has no effect in the beef one; also, that transport costs are determinant for the regional productive specialization, while cattle production cost are for the distribution of the spatial cattle and beef supplying by region. // Este artículo determina las variables políticas y realiza simulaciones que en corto y largo plazos tienen mayor efecto en la competitividad de la cadena de producción y distribución de carne de bovino en México, determinando cuáles de los agentes resultan ganadores y cuáles perdedores, incluido el consumidor,y qué regiones productivas tienen ventajas competitivas y especialización en el abasto espacial. Utiliza dos modelos interactuantes: uno econométrico nacional estimado y probado estadísticamente; otro regional de programación lineal que incorpora costos de transporte entre pares abasto-demanda. Destacan prioritariamente las políticas y variables biotecnológicas, devaluatorias, arancelaria y precios de otros productos ganaderos. Se rechazan las hipótesis de separabilidad de mercados de ganado en pie y de carne en canal, así como la regla del “doblete” entre intermediarios, y se prueba que el precio de la carne de cerdo no afecta el de la carne de bovino, que los determinantes de la especialización regional son los costos de producción determinan la distribución del abasto espacial por región.
