La solvencia del sector público: El caso de México en 1988

Abstract

Introducción. Después de tener el dudoso honor de iniciar la crisis de la deuda del mundo en desarrollo en agosto de 1982, México puso en vigor un progrma de estabilización muy ortodoxo. Como el 75% de la deuda externa era deuda pública, el gobierno fue el principal responsable de restringir el gasto. Como puede verse claramente en la gráfica 1, se ha operado un "cambio de régimen" en la política fiscal. De hecho las cifras son impresionantes. Partiendo de un déficit primario -esto es, gastos antes de interes menos impuestos- de 7.3% del PIB en 1982 el gobierno logró en seis años alcanzar un superávit primario de 7.5% del PIB. En otras palabras, las medidas presupuestarias representaron el 14% del PIB. Esto equivale a dos programas de Gramm-Rudman...
