Abstract

Introducción. En la Cumbre de Houston, reunida en junio de 1990, los jefes de Estado y de gobierno de las siete principales democracias industriales, y el presidente de la Comisión de las Comunidades Europeas solicitaron que para fines del año el FMI, el Banco Mundial, la Organización para la Cooperación y el Desarrollo Económicos(OCDE) y el presidente designado del Banco Europeo para la Reconstrucción y el Desarrollo(BERD), en estrecha consulta con la Comisión de las Comunidades Europeas, emprendieran un estudio detallado de la economía soviética, formularan recomendaciones para su reforma y establecieran los criterios con los cuales la asistencia económica occidental pudiera apoyar efectivamente tales reformas...
