Abstract

I. Diagnóstico de la evolución económica reciente de la economía latinoamericana. 1. Hechos: Tres desequlibrios y tres fases. El análisis de la evolución económica de la región durante los años ochenta pone de manifiesto la ocurrencia de tres hechos fundamentales. En primer término, los desequilibrios macroeconómicos alcanzan magnitudes sin precedente. Segundo, tales desajustes se dan de manera simultánea en los planos externo, fiscal y productivo, manifestándose en escasez de divisas, altas tasas inflacionarias y subutilización de la capacidad subutilizada y baja inversión. En terce lugar, tanto los desbordados como el intento del restaurar los desequilibrios han significado ingentes costos, al punto que la corrección del desajuste externo que se suscitara en 1979-1981 significó el fin de un periodo de más de tres décadas de expansión iniciado en la posguerra, sumiéndose la ragión en su conjunto en el estancamiento y la inestabilidad...
