Nota sobre la integración Latinoamericana

Abstract

Introducción. En la actualidad existe una marcada diferencia entre los problemas, los medios y los objetivos que ha de encarar la integración económica con respecto a los que se propuso en décadas anteriores. Los esquemas originales de integración estaban diseñados y eran funcionales a las estrategias de sustitución de importaciones y a la existencia de muchos menores grados de interdependencia económica entre países. Por consiguiente, se proponían con bastante autonomía ampliar los mercados a fin de promover un proceso de industrialización más profundo y eficiente pero, de todas maneras, protegido. Otro de los instrumentos básicos de acción -junto con la creación de zonas de libre comercio- consistió en formar o tender a constituir barreras arancelarias únicas frente al resto del mundo(véase Dell, 1959; Castillo, 1966; Grunwald, 1972; Cohen, 1981)...
