El sector informal: Quince años después

Abstract

Han trascurrido quince años desde que por primera vez se habló acerca del sector informal en el ya clásico estudio de Kenia de la OIT publicado en 1972. Hoy día este concepto está todavía muy vigente. En innumerables estudios se han analizado diferentes aspectos del sector informal y éste se ha hecho incluso popular entre funcionarios gubernamentales e instituciones encargadas de elaborar y aplicar políticas. El objetivo de este trabajo es investigar por qué dicho sector es todavía tan popular, así como por qué se ha convertido en sujeto de las políticas públicas e incluso, en algunos casos, en materia de preocupación prioritaria. El presente documento se dividirá en dos partes. La primera se centrara en los avances que han hecho los círculos académicos; en particular se identificarán algunas de las esferas en que han ocurrido estos avances. En la segunda se analizará el ámbito de los gobiernos, particularmente los de la América Latina, y se intentará dilucidar las razones por las que el sector informal ha llegado a ser un punto inevitables en la agenda...
