Abstract

Structural changes are relevant processes of social and productive transformation derived from events (political/societal/economic) and/or urgent needs faced by regions. To achieve them, it is required the commitment of university-business-government as well as entrepreneurship and innovation as key transformation pieces. Therefore, in these scenarios, it is interesting to understand how universities define their strategies oriented to the generation/transference of knowledge, universities’ actions to contribute to regional structural changes, and the how these actions could strengthen social and productive transformations in their regions. This paper reflects about the realities and the challenges faced by universities in a region characterized by relevant structural changes as the Basque Country, as well as several recommendations are included to key agents involved.
