Reducción del tiempo de trabajo y creación de empleo. Consideraciones macroeconómicas

Abstract

Working time reduction can not constitute the miraculous solution to the problem of massive unemployment. However, in given conditions, it can constitute a palliative, the possibilities of which are without doubt significant. Fulfillment of such conditions requires incentives that would make companies and employees practice the most successful working time reduction - reorganisation forms in terms of job creation, without deteriorating external accounts and public deficits. But elaboration of simple and effective incentives is a delicate matter. This difficulty is to be underscored before taking into consideration any evaluation of the macroeconomic impact of working time reduction.
