The theoretical mark of the work has as purpose to explain the cooperation processes designed for the small sized firms, with the purpose of establishing proposals and arguments for the formation of agreements, to identify the factors that affect the development of the same ones, as well as the systems of national, regional innovation and local for the animation of the cooperation among signatures. With it, he/she intends a methodology to promote the cooperation among small sized firms, coordinated by local agents and the public administration of the projects Micro and and-micro (2002-2007) of the city of Murcia. The hypotheses were contrasted following a descriptive model and contingency test, using 88 small sized firms of Murcia. One of the main results was to show that the local authorities have an important paper in the development of the innovation systems and the development of cooperation measures in small sized firms.
