Bir Kamu Mali Olarak Sosyal Sermaye ve Yoksulluk Iliskisi

Abstract

Son zamanlarda sosyal sermaye kavrami gerek sosyolojik ve gerekse ekonomik teoride ele alinmakta ve gunluk kullanilan bir kavram haline gelmektedir. Ozellikle ekonomik acidan kavram, ekonomik buyume, gelisme ve verimlilik konularina odaklanmistir. Bu acidan surdurulebilir ekonomik buyume ve gelisme icin cok genis bir cerceve sundugu soylenebilir. Bu calismada sosyal sermayenin toplumun performansini uzun donemde etkileyen bazi kaynaklarin kullanilmasi ile elde edildigi kabul edilmektedir. Bu nedenle, sosyal sermayenin ciktilari itibariyle bir kamu mali oldugu varsayimi yapilacaktir. Kamu mali niteligi ile soysal sermayenin her bir ciktisi toplumdaki bireylere cesitli sekillerde ulasmakta ve fayda saglamaktadir. Yoksullugu azaltmaya yonelik mudahaleler ise dogasi geregi sadece yoksulluk uzerinde degil, toplumdaki formal ya da informal kurumlar ile toplumdaki farkli sosyal aglari da olumlu olarak beslemektedir. Nitekim calismada sosyal sermaye ile yoksulluk arasindaki iliskiler incelenmeye calisilmaktadir.
