Kuramlar ve Kibris Sorunu Uzerine Cikarimlar

Abstract

Bu makale, neo-realizm, neo-liberalizm ve elestirel kuram cercevesinde adadaki iki toplumun davranis bicimlerinin hangi kuramsal baglamda sekillendiginin daha iyi anlasilmasina yardimci olmayi amaclamaktadir. Kibris adasi ya neo-realist bag-lamada toplumlararasi siyasi ve askeri bir guc mucadelesine, ya da neo-liberal anlamada statuequo’ya dayali kapitalist eko-nomik bir yapi icerisinde devlet-uluslararasi sistem arasindaki iliskiye bagli olarak ‘Kibris Cumhuriyeti’ ile olusturulan siyasi duzenin gunumuz kosullarinda devam etmesi olarak degerlendirilmektedir. Her iki kuram da toplumlararasi sorunlarin ozune inilip degisim sonucu koklu bir cozum arayisi icerisine girebilme konusunda taraflara farkli alternatifler sunmamaktadir. Elestirel kuram, soruna taraf olan devlet, siyasi liderler, uluslararasi sistem ve devletlerin etki alanlarinda olabilecek uluslararasi orgutler, cikar gruplari ve cokuluslu sirketlerin otesine gecerek, insan ozgurlugunu tum bunlarin merkezine yerlestirmekte ve ozgurlugu kisitlayici fikir, onyargi ve dislamanin ise farkli bir sekilde algilanarak degistirilesi ve tekrardan kurgulanmasi uzerinde durmaktadir. Insanoglu sosyal acidan egitilebilecek ve soylemlerini degistirebilecek nitelik ve kapa-siteye sahip oldugundan, sorunlarin cozumune yonelik adimlari da atabilmektedir. Eger insanlar boyle bir yetiye sahiplerse, mevcut egemen ve siyasi yapilarin tekrardan sekillendirilerek yeni siyasi yapilanmalara ve kurumsal olusumlara gitmeleri mumkundur. Boylece, Kibris sorununa dahil olan bolgesel ve kuresel guclerin neo-realist ve neo-liberal bakis acilarinin de-gismesinin gerekliligi uzerinde durulmustur.
