IPC revision policy

Abstract

This article reviews the basis for the international patent classification (IPC) and its development as a classification system for paper-based search files. The value of a universally accepted and intellectually applied system, despite the increased use of electronic storage and retrieval of patent documents, is emphasised. The problems of keyword searching, such as different languages, different conventions and forms within each language, many synonyms, etc., are crucial to this assessment. The author sees a strong future for the IPC as an integral part of the ever-changing package of patent search methods and media available, with concentration in future revision on a better focus of changes needed, when viewed in this broader context. The desirability of shorter revision periods and of backlogging of data records on the latest edition is also highlighted.
