Abstract

This chapter examines the development and current forms of port governance in Greece. The national port policy reforms that have been underway since the late 1990s have resulted in the conversion of 12 ports of national interest to government-owned port corporations, thus directing the analysis into a devolution context. The emphasis is on the configuration of three key variables of port governance, namely environment, strategy, and structure. The chapter concludes that in the early post-reform years the absence of a matching configuration of these interrelated variables contributes to the apparent difficulties that Greek ports continue to experience in enhancing competitiveness.
