The state and the macro-industrial economy--Towards a coherent multi-national policy

Abstract

The development of multi-national enterprises occupying the commanding heights of manufacturing industry in the macro-industrial economy represents both a challenge and an opportunity for sovereign States. Properly regulated, through coherent national policies, they present opportunities for all States to participate in the industrial exploration of technology, both for their own benefit and for the mutually beneficial development of world trade. The lack of policy and consequent incoherence of the approach of States at the present time is exposed, goals from which policies could be developed established and a way forward, in which the European Community could play a leading part, proposed.
