Política fiscal y protección social en Chile

Abstract

La estabilidad del desarrollo y financiamiento del sistema de protección social, una de las prioridades de la política fiscal de Chile en los últimos años, ha contribuido a reducir la pobreza y la indigencia, especialmente a partir de la década de 1990. El manejo de las cuentas fiscales ha sido prudente y se ha privilegiado la mantención de los equilibrios y la eficiencia de la gestión por encima de visiones de corto plazo. Aun así, la pobreza sigue siendo una realidad y los pobres continúan expuestos a drásticas reducciones de sus ingresos, lo que plantea desafíos relacionados con la modernización de la política fiscal y el desarrollo de un nuevo orden institucional del sistema de protección social. Este trabajo analiza tales desafíos y la relación entre los distintos papeles que ha desempeñado la política fiscal chilena en los últimos años.
