Ich-AG und Überbrückungsgeld: neue Ergebnisse bestätigen Erfolg

Abstract

Die Existenzgründungsförderung für Arbeitslose ist in den letzen Jahren zu einem der quantitativ bedeutendsten Instrumente der aktiven Arbeitsmarktpolitik in Deutschland geworden. So wurden in den letzten vier Jahren mehr als eine Million Personen durch Existenzgründungszuschüsse (Ich-AG) oder Überbrückungsgeld gefördert. Erste Evaluationsergebnisse aus dem Jahr 2005 haben gezeigt, dass beide Programme hinsichtlich der Vermeidung einer Rückkehr in Arbeitslosigkeit als erfolgreich angesehen werden können. Dies wird durch neuere Analysen des DIW Berlin nun auch für einen längeren Evaluationszeitraum bestätigt. Die Teilnehmer beider Programme haben im Vergleich zu einer Kontrollgruppe von nicht geförderten Arbeitslosen 28 Monate nach Beginn der Maßnahmen eine deutlich geringere Wahrscheinlichkeit arbeitslos gemeldet zu sein. Die Geförderten sind auch mit einer deutlich höheren Wahrscheinlichkeit in Selbständigkeit oder regulärer abhängiger Beschäftigung zu finden und verfügen über ein höheres Erwerbseinkommen als die Kontrollgruppe. Aus Sicht der Bundesagentur für Arbeit ist das Überbrückungsgeld auch ein monetär effizientes Instrument. Die zum 1.8.2006 erfolgte Reform der Existenzgründungsförderung wird vor dem Hintergrund dieser Evaluationsergebnisse kritisch bewertet.
