Standortbedingungen in Ostdeutschland verbessert

Abstract

Die Verbesserung der Standortbedingungen in Ostdeutschland ist weiter vorangekommen. Das bestätigen die Ergebnisse einer im Sommer 2000 vom DIW Berlin durchgeführten Umfrage in der ostdeutschen Industrie. Als ein Standortvorteil werden inzwischen die Lohnkosten angesehen, da die Lohnsteigerungen in den vergangenen Jahren deutlich hinter den Produktivitätszuwächsen zurückblieben. Dazu hat auch die Abkehr von den Flächentarifverträgen beigetragen. Schlechter geworden ist dagegen nach Auskunft der Unternehmen das Angebot an Fachkräften. Das Problem, Fachkräfte zu finden, besteht indes vor allem bei Unternehmen, die nur bereit oder in der Lage sind, weniger als die Tariflöhne zu zahlen. Nach wie vor gelten die Preise sowie die Höhe der kommunalen Abgaben und Gebühren als Standortnachteile. Aufs Ganze gesehen wird allerdings von den Unternehmen die Standortqualität der neuen Bundesländer als günstig bewertet, und das Urteil fiel besser aus als in vorhergehenden Erhebungen.
