Schlechte Aussichten für den Wohnungsbau

Abstract

Der Wohnungsbau in Deutschland wurde in den Jahren 1996 bis 1999 wesentlich durch die hohe Nachfrage nach Eigenheimen gestützt. Einen Beitrag zur Stabilisierung der Bauproduktion leisteten auch die bestandsbezogenen Aktivitäten zur Modernisierung und Instandsetzung von Gebäuden. Hingegen war im Mietwohnungsbereich, sowohl in West- als auch in Ostdeutschland, eine anhaltend schrumpfende Neubautätigkeit zu verzeichnen. Insgesamt hielt sich das reale Wohnungsbauvolumen 1998 und 1999 noch auf einem relativ konstanten Niveau (306 Mrd. DM m Jahre 1998 und 304 Mrd. DM im Jahre 1999). In den Jahren 1996 und 1997 wurden ähnliche Ergebnisse erzielt. Im vergangenen Jahr brach die über lange Zeit robuste Nachfrage nach Wohneigentum abrupt ein. Einem nochmaligen Schub bei den Bauanträgen um die Jahreswende folgte ein starker Rückgang mit zweistelliger Rate. Bei kaum gebremster Talfahrt des Mietwohnungsbaus spitzen sich die Probleme im Wohnungsbau zu - und damit für die gesamte Bauwirtschaft, denn auch in anderen Bereichen ist die Nachfrage flau.
