Deutsche Unternehmen verstärken ihre Forschungs- und Entwicklungsaufwendungen im Ausland

Abstract

In den 90er Jahren haben die meisten deutschen Großunternehmen ihre Kapazitäten für Forschung und Entwicklung (FuE) vor allem im Ausland ausgeweitet. In diesem Zusammenhang stellt sich die Frage, ob dies zulasten der FuE-Tätigkeit im Inland geht und ob dies gar eine Verschlechterung der Innovationsbedingungen in Deutschland signalisiert. Es gibt aber auch viele ausländische Unternehmen, die FuE in Deutschland durchführen und dies bereits seit langer Zeit tun. Bei der Frage nach den Motiven für die Internationalisierung von FuE in multinationalen Unternehmen und der Bewertung ihrer Wirkungen auf die Forschungsstandorte ist eine solide Datenbasis erforderlich. Das Deutsche Institut für Wirtschaftsforschung (DIW), das Zentrum für Europäische Wirtschaftsforschung (ZEW), Mannheim und die SV Wissenschaftsstatistik GmbH, Essen, haben seit Mitte der 90er Jahre im Rahmen der jährlichen Be-richterstattung zur technologischen Leistungsfähigkeit der Bundesrepublik Deutschland im Auftrag des Bundes-ministeriums für Bildung und Forschung (BMBF) die Entwicklung der FuE-Aufwendungen deutscher Unterneh-men im Ausland und die Position Deutschlands als Standort für FuE-Aktivitäten ausländischer Unternehmen dargestellt.
