Wohnungsmieten in Ost- und Westdeutschland 1993: Ergebnisse des Sozio-oekonomischen Panels (SOEP)

Abstract

Das Mietenniveau in Ostdeutschland wurde bisher - wie im Einigungsvertrag vorgesehen - in mehreren Schritten angehoben; es ist allerdings weiterhin deutlich niedriger als in Westdeutsch land. Dabei ist zu berücksichtigen, daß der Zustand vieler Wohngebäude und die Qualität der Wohnungen in Ostdeutschland nach wie vor nicht dem Standard in Westdeutschland entsprechen. Die überwiegend pauschale Erhöhung der Mieten in Ostdeutschland hat zu einer deutlichen Nivellierung geführt; daher ist die Spreizung der Wohnungsmieten, vor allem zwischen Ballungsgebieten und Kleinstädten, wesentlich geringer als in den alten Bundesländern. Die Mieten in Ostdeutschland sind in den letzten Jahren erheblich schneller gestiegen als die Einkommen. Die Mietbelastungsquote, der Anteil der Bruttokaltmiete am Nettoeinkommen der Haushalte hat sich also sprunghaft erhöht. Dabei ist der Abstand zwischen West- und Ostdeutschland - trotz vermehrter Inanspruchnahme von Wohngeld in Ostdeutschland - seit der Vereinigung erheblich kleiner geworden. Im Jahr 1993 betrug der Unterschied nur noch fünf Prozentpunkte, 1990 - vor Beginn der Mieterhöhungswellen in Ostdeutschland - waren es noch fünfzehn Prozentpunkte.
