Die Vorbereitung der deutsch-deutschen Währungsunion 1989/90 oder: Mein Beitrag zur deutschen Einheit

Abstract

Am 10. November 1989 fiel die Mauer. In den folgenden Tagen offenbarte sich mir, dass dort etwas grundstürzend Neues passierte und niemand im großen Bundesministerium der Finanzen wusste, was man tun könne, um in der DDR einen Prozess des Wandels in die richtige Richtung zu unterstützen. So geschah es, dass es mir oblag, sich dieser Sache anzunehmen. Dieser Text erläutert meinen Beitrag über die Vorbereitungen der deutsch-deutschen Währungsunion und meine persönlichen Eindrücke, die ich in dieser Zeit sammeln konnte. Dabei werde ich auf die Verhandlungen über einen von der DDR verwalteten, aber mit bundesdeutschen Mitteln gespeisten Reisedevisenfonds eingehen. Im Anschluss werde ich meine Überlegungen über das Konzept einer deutsch-deutschen Währungsunion darlegen. Danach werde ich noch auf einige Einwände eingehen, die gegen den damals beschrittenen Weg immer wieder erhoben werden.
