Die Weiterentwicklung des europäischen Emissionshandels nach 2012

Abstract

Europe has implemented in record time the world's largest trading scheme. Actors in politics, public authorities and business have gained valuable experience since the commencement of the scheme in 2005. At this time the second trading period from 2008 to 2012, which overlaps with the first commitment period under the Kyoto Protocol, is under preparation as Member States elaborate and the Commission assesses national allocation plans for this period. The Commission has also triggered the further development of the emission trading Directive for the post-2012 period with a report published in November 2006. In this review process a first focus is the examination whether longer allocation periods can improve investor certainty. Furthermore a discussion on harmonisation of installation definitions and allocation rules is intended. The role of auctioning of allowances instead of free allocation could be a bigger role in the future. Extending the scope of the trading scheme is in principle desirable. However, it is important to safeguard the integrity and cost effectiveness of the scheme. A stable European trading scheme is an important stepping stone to a global carbon market. In Europa ist innerhalb kurzer Zeit der weltweit größte Emissionshandel eingeführt worden. Politik, Behörden und Wirtschaft haben mit dem 2005 begonnenen CO2-Handel bereits wichtige Erfahrungen gesammelt. Mit der Erstellung der nationalen Zuteilungspläne und deren Prüfung durch die Europäische Kommission wird gegenwärtig die zweite Handelsperiode 2008-2012 vorbereitet, die zugleich die Verpflichtungsperiode nach dem Kyoto-Protokoll ist. Im November 2006 hat die Kommission mit ihrem Bericht zur Emissionshandelsrichtlinie die Weiterentwicklung für die Zeit nach 2012 angestoßen. Es sollte künftig insbesondere überprüft werden, ob durch längere Zuteilungsphasen die Kalkulationsbasis für Investoren verbessert werden könnte. Darüber hinaus sind Harmonisierungen von Anlagendefinitionen und Zuteilungsregeln zu diskutieren. Künftig könnten auch Versteigerungen von Emissionsrechten anstelle von Gratiszuteilungen eine größere Rolle spielen. Ausweitungen des Emissionshandels sind grundsätzlich erwünscht; dabei muss aber behutsam vorgegangen werden, damit die Integrität und Kosteneffizienz gewährleistet bleibt. Ein stabiler europäischer Emissionshandel ist ein wichtiger Schritt für die Errichtung eines globalen Marktes für Treibhausgasemissionen.
