Existenzgründungsförderung für Arbeitslose: erste Evaluationsergebnisse für Deutschland
Abstract
Zur Existenzgründungsförderung für Arbeitslose steht mit dem Existenzgründungszuschuss ("Ich-AG") seit Anfang 2003 neben dem schon seit längerem bestehenden Überbrückungsgeld (ÜG) ein weiteres Förderinstrument für gründungswillige Arbeitslose zur Verfügung. Erste Evaluationsergebnisse zeigen, dass a) die beiden Programme unterschiedliche Zielgruppen attrahieren, b) die Teilnehmer beider Programme im Vergleich zu einer Kontrollgruppe von nicht geförderten Arbeitslosen 16 Monate nach Beginn der Maßnahmen eine deutlich geringere Wahrscheinlichkeit haben, arbeitslos gemeldet zu sein, und c) sich die beiden Förderprogramme hinsichtlich bestimmter Erfolgsfaktoren der Nachhaltigkeit der Gründung unterscheiden. Since 2003 the start-up subsidy (Existenzgründungszuschuss, publicly better known as "Ich-AG") provides a second means for unemployed people to become self-employed, in addition to the bridging allowance which has already been in place for some time. First evaluation results show that a) both programs attract different target groups, b) the unemployment probability of participants sixteen months after the start of the respective program is considerably lower than the one of a control group of unemployed people not participating in either of the two programs, and c) both programs significantly differ with respect to certain factors affecting the sustainability of self-employment.Download Info
