Mehr Chancengleichheit und Eigenverantwortung: der neue Schweizer Finanzausgleich zwischen Bund und Kantonen

Abstract

Der Finanzausgleich zwischen Bund und Kantonen hat zum Ziel, zwischen den Kantonen Chancengleichheit und faire Bedingungen für die eigenständige Bereitstellung von öffentlichen Gütern und Dienstleistungen herzustellen. Das geltende Finanzausgleichssystem ist jedoch dazu nicht mehr in der Lage. Mangelnde Transparenz und Fehlanreize führen zu einer schleichenden Zentralisierung und einer zunehmenden Verflechtung von finanziellen und operativen Kompetenzen zwischen den Staatsebenen. Mit der Neuordnung des Finanzausgleichs und der Aufgabenteilung zwischen Bund und Kantonen (NFA) sollen die Voraussetzungen geschaffen werden, dass die Kantone wieder mehr Eigenverantwortung wahrnehmen. Der vorliegende Aufsatz analysiert die Mängel des geltenden Finanzausgleichs und beschreibt die Grundzüge der Reform. Als zentrales Element gilt ein neuer Indikator zur Erfassung der wirtschaftlichen und finanziellen Leistungsfähigkeit der Kantone. Die Möglichkeit, die Ausgleichssummen periodisch neu festzulegen, sowie eine befristete Übergangslösung für finanzschwache Kantone geben dem System eine relativ hohe politische Akzeptanz.
