Sind Niedriglöhne der Motor für Dienstleistungen?

Abstract

Dienstleistungen sind in Deutschland unterentwickelt, und es spricht vieles dafür, dass hier Wachstumspotentiale liegen. Durch die Korrelation der Dienstleistungsbeschäftigung in den verschiedenen EU-Ländern mit Indikatoren für unterschiedliche, in der theoretischen Debatte genannte Einflussfaktoren werden wichtigste Triebkräfte für das Wachstum der Dienstleistungsbeschäftigung analysiert. Dies sind neben der Erhöhung der Einkommen: (1) der Übergang zur Qualitätsproduktion im sekundären Sektor, (2) die Professionalisierung von Dienstleistungen, (3) moderne Arbeitszeitmodelle, (4) die Integration der Frauen in den Arbeitsmarkt und (5) der Ausbau des Sozialstaates und anderer Finanzierungsmechanismen zur Überwindung der Kostenkrankheit bei gesellschaftlich wichtigen Diensten sowie (6) länderspezifische Spezialisierungen im Dienstleistungsexport. Zwischen Einkommensungleichheit und Dienstleistungsbeschäftigung konnte hingegen kein positiver Zusammenhang nachgewiesen werden. Einkommensdifferenzierungen erscheinen nicht als geeignetes Instrument zur Entwicklung von Dienstleistungen in Deutschland. Vorgeschlagen wird ein Maßnahmepaket der gesellschaftlichen und wirtschaftlichen Modernisierung. Zentrale und kostenempfindliche Dienste wie Bildung, Gesundheit und Pflege müssen in einer Wissensgesellschaft weiterhin für jeden zugänglich sein und daher unter öffentlicher Verantwortung stehen.
