Abstract

In der Öffentlichkeit wird die Schattenwirtschaft und deren rapides Wachstum seit einigen Jahren intensiv diskutiert. In dieser Arbeit werden kurz die Methoden zur Messung der Schwarzarbeit erörtert und das Ausmaß der Schwarzarbeit in Deutschland, Österreich und der Schweiz sowie in anderen OECD-Staaten für die 90er Jahre dargestellt. Es werden die Vor- und Nachteile einer steigenden Schattenwirtschaft für die offizielle Wirtschaft diskutiert und Maßnahmen zur Reduktion der Schattenwirtschaft vorgeschlagen, so z. B. die Einführung einer Schattenwirtschaftspauschale oder befristete Mehrwertsteuervergütung bei arbeitsintensiven Dienstleistungen. Abschließend erfolgen einige politisch-ökonomische Überlegungen, warum in Deutschland so wenig zur Reduktion der Schattenwirtschaft getan wird.
