Pautas euroasiáticas para un proyecto sino-venezolano-colombiano: Oleoducto faja Orinoco – Pacífico

Abstract

Resumen Este artículo utiliza experiencias con óleo-gasoductos euroasiáticos para analizar aspectos económico-políticos del proyecto de oleoducto desde la Faja del Orinoco hasta el Pacífico. Tales comparaciones permiten: (a) ver al oleoducto colombo-venezolano como parte de un gran proyecto sino-venezolano verticalmente integrado; (b) buscar una estructura corporativa conveniente para realizar el oleoducto; (c) esbozar escenarios favorables al proyecto, como una ordenada convivencia sino-estadounidense; (d) presentar la gestión conjunta del oleoducto como peldano hacia un Tratado Energético Suramericano y una adecuada articulación comercial de Colombia con China.***** Palabras clave: oleoducto sino-colombo-venezolano, integración regional energética y comercial, Eurasia, Américas, Asia-Pacífico***** Abstract This essay uses experiences with Eurasian pipelines to analyze economic-political aspects of a projected oil pipeline from the Orinoco Belt to the Pacific. Such comparisons allow us: (a) to see the Colombo-Venezuelan pipeline as part of a major vertically integrated Sino-Venezuelan project; (b) to explore a corporate structure convenient for the pipeline project; (c) to make scenarios beneficial to the project, such as an orderly US-Chinese coexistence; (d) to portray the joint pipeline management as a stepping-stone towards a South American Energy Treaty as well as proper trade agreements by Colombia with China. ***** Keywords: Chinese-Colombian-Venezuelan oil pipeline, regional integration in energy and trade, Eurasia, Americas, Asia-Pacific
