Intervención del Estado y modernización del modelo regulatorio de costos y tarifas en Colombia

Abstract

En el marco de la apertura de la economía colombiana y de la nueva Carta Constitucional de 1991, donde dicha modernización institucional y legal permitió la más reciente transformación del sector de agua potable y saneamiento básico en el país. El cambio anotado se logró al pasar de un modelo de fuerte intervención pública que limita la expansión y deteriora el servicio, a uno de modernización y mayor competencia. En este artículo tiene como propósito analizar el impacto que tuvo el modelo de servicios públicos inspirado en el Constitución de 1991 y consagrado en Ley 142 de 1994 en la prestación en el servicio de aseo en Colombia, en cuanto a la estructura tarifaría antes y después de las reformas de ajuste estructural desarrolladas a partir del nuevo marco legislativo. Igualmente, así como se describe y analiza la metodología tarifaria.
