Integración energética y geopolítica

Abstract

Los procesos de integración en América Latina están dominados por uniones aduaneras imperfectas, por lo cual se hace necesario incorporar el subsidio cero como instrumento teórico complementario en los análisis de la desviación del comercio y las inversiones, como factores de profundización de asimetrías. La integración sectorial más exitosa es la energética, asociada con la comercialización de excedentes; sin embargo, se requiere incorporar el derecho de acceso a la energía como política pública, con apoyo en el factor de desarrollo de la diversificación energética. En este ámbito, la cooperación regional debe centrarse en la protección de los recursos naturales y así promover el intercambio tecnológico. Como elemento vital de confianza es necesario que la política exterior autónoma domine la política de defensa, que también debe ser autónoma. En estas condiciones se entiende que la seguridad es una condición operativa de la defensa y es soporte estratégico de la integración.
