La encrucijada del sistema pensional colombiano: causas de la crisis y perspectivas de solución

Abstract

Resumen: A pesar de los avances logrados con la aprobación de la Ley 100 de 1993 y los ajustes introducidos mediante la Ley 797 de 2003, el déficit del sistema pensional persiste y su solución exige conocer las causas que lo originan para combatirlas de inmediato. Es necesario, en este sentido, emprender tres acciones: i) aceptar como deuda pública la imprevisión al fondear el sistema para no cargarle el problema a las nuevas generaciones; ii) conseguir el equilibrio de los regímenes especiales, bien sea con las debidas cotizaciones o con apoyo de impuestos generales, o bien mediante el desmonte de beneficios; iii) resolver la coexistencia de los regímenes pensionales contemplados en la Ley 100.
