Abstract

Resumen: la unidad de pago por capitación –UPC– es la prima del seguro en el sistema de seguridad social en salud de Colombia, y constituye la principal variable del mercado regulado del que hacen parte los agentes administradores del seguro y los prestadores de servicios. En el régimen contributivo, el comportamiento de la UPC ha estado asociado a la dinámica de los ingresos netos para financiar la atención de la población, con menores consideraciones sobre el costo del plan de beneficios. En el régimen subsidiado, el ajuste de la UPC ha tenido en cuenta en mayor medida los gastos de atención, reconociendo en particular el incremento en la demanda por atenciones costosas. Los saldos acumulados en ambos regímenes permitirían considerar la ampliación del plan de beneficios o de la cobertura, previa definición del saldo óptimo para atender contingencias.
