Abstract

El artículo examina los fundamentos del Plan Nacional de Desarrollo y esbozalos elementos básicos del concepto de Estado comunitario. Además, sedemuestra que de los cuatro objetivos expuestos en el Plan, el más importantees el de brindar seguridad democrática ya que no sólo permite deacuerdo al ejecutivo alcanzar el crecimiento económico, sino, también facultala viabilidad de la nación. Igualmente, se enfatiza en que a pesar delas manifestaciones del gobierno nacional de un cambio de modelo de desarrolloimperante en la ultima década, lo que se observa es una continuidadde las ideas neoliberales y del decálogo del consenso de Washington.____________ABSTRACT:The article looks over the fundamentals in the National Development Planand it draws basic elements of the concept of Community State. Furthermore,It shows the four plan objectives. The most important objective is toprovide democratic security because it allows the executive agreement toreach the economic growth and nation viability. Also, despite the governmentdesire for a change in the development model of the last decade,what we notice is a continuity of Neoliberalism ideas and the WashingtonConsensus.
