Mecanismos de transformación de deuda externa. La experiencia latinoamericana

Abstract

Este artículo expone en principio las condiciones que dieron origen al mercado secundario de papales de deuda externa y las características que presenta actualmente dicho mercado. En segundo lugar muestra los diferentes tipos de transformación de deuda externa, ya sea por deuda interna o por capital de empresas nacionales, que se ha adoptado en algunos países en desarrollo. En tercer lugar discute la conveniencia de dichos esquemas y, por último se aproxima a las particularidades y los logros de su aplicación en Chile, México, Brasil y Argentina. Se colcluye que estos mecanismos son benéficos sólo si el paíes ha asumido un costro de credibilidad ante la banca internacional; si se puede canalizar la inversión hacia sectores de interés económico y social, y si puede ejercer un control efectivo sobre sus consecuencias monetarias, cambiarias y fiscales.
