De la primera a la segunda generación de reformas del Estado en América Latina: giro ideológico y cambio conceptual

    Abstract

    Este trabajo explora la orientación ideológica y conceptual que ha guiado el proceso de reformas económicas en América Latina, diferenciando la puesta en marcha de las medidas en dos generaciones. Partimos de la idea de que la transición entre generaciones de reformas obedece a un cambio de las concepciones ideológicas y teóricas que sustentaron las reformas iniciales, producto de las experiencias de fracaso y oposición que han tenido los ajustes. Se concluye que existió un giro conceptual, expresado por el paso del enfoque de las espectativas racionales, el cual sustentó una política de choques externos mediante medidas de ajuste y de reducción del Estado para disciplinar a los agentes como un proceso de creación de instituciones acordes para el buen funcionamiento del mercado, reconociéndose ahora al Estado como mecanismo básico para reducir los costos de transacción de dichos agentes en el mercado.
