Bedarfsorientierte Mindestsicherung: Armutsvermeidung für Menschen mit Behinderung?

Abstract

Menschen mit Behinderung sind in Österreich in vielfacher Hinsicht benachteiligt. Oftmals geringere Ausbildung, schlechtere Integration in den Arbeitsmarkt, geringeres oder unregelmäßigeres Einkommen sind die Folge. Deren Armutsgefährdung und die Abhängigkeit von sozialen Transfers sind besonders hoch. Die beschlossene Bedarfsorientierte Mindestsicherung wird diese Situation nicht grundlegend ändern. Mit der Entscheidung, die BMS anstatt - wie ursprünglich vorgesehen - nur 12- anstatt 14-mal auszuzahlen, wurde eine Chance vertan, die Armutsprävention weiter zu entwickeln. Zudem sind viele Fragen noch ungeklärt. Dennoch können einige Aspekte der Neuregelung - wie die Einschränkung des Regress, der Rechtsanspruch auf die Grundleistung oder die Einbeziehung in die Krankenversicherung - als Weiterentwicklung des derzeit bestehenden Sozial(hilfe)systems gewürdigt werden. Ungeachtet potenzieller Verbesserungen ist jedoch gewiss, dass es eine Reihe von zusätzlichen Maßnahmen brauchen wird, um die gesellschaftliche Teilhabe von Menschen mit Behinderung zu fördern.
