"Beschäftigungswunder" oder Nachholprozess

Abstract

Der Beitrag analysiert die Arbeitsmarkt- und Beschäftigungsentwicklung im politischen Bezirk Radkersburg seit dem Ende der achtziger Jahre. Diese Beschäftigungsentwicklung war äußerst dynamisch, die Anzahl der unselbständig Beschäftigten im Bezirk ist stärker gestiegen als in allen anderen Österreichischen Bezirken. Die neu entstandenen Arbeitsplätze wurden von Personen aus dem Ausland, bisher nicht beschäftigten Frauen und ehemaligen Landwirten eingenommen. Zudem sind die Anzahl der BezirksauspendlerInnen und die Arbeitslosigkeit leicht zurückgegangen. Neue Arbeitsplätze sind vor allem im Bereich des Thermentourismus, im Sozial- und Dienstleistungsbereich und im Handel entstanden. Als Ursachen für die erheblichen Beschäftigungszuwächse in gerade diesen Sektoren wurden Änderungen im Gesundheitsbewusstsein in Verbindung mit einer entsprechenden steirischen "Kurpolitik", ein verändertes Konsumverhalten verbunden mit Veränderungen der Wettbewerbsstrukturen im Handel sowie umfangreiche Auslagerungen von Familienfunktionen und Haushaltstätigkeiten in die offizielle Ökonomie identifiziert. Ostöffnungseffekte haben demgegenüber nur eine unbedeutende Rolle gespielt.
