Ausgliederungen aus dem Bundeshaushalt

Abstract

Die Frage, ob die Erledigung öffentlicher Leistungen durch Ausgliederungen effizienter erbracht werden kann als bei verwaltungsnaher Erledigung, wird in der Literatur kontroversiell diskutiert. Der vorliegende Artikel faßt die Ergebnisse einer Evaluierung von fünf Österreichischen Fallbeispielen zusammen. Die Analysen zeigen im Hinblick auf die wirtschaftliche Performance und die budgetäre Vorteilhaftigkeit ein gemischtes Bild. Es läßt sich die Schlußfolgerung ableiten, daß Ausgliederungen kein Allheilmittel zur Überwindung von lneffizienzen, mangelhafter Kostentransparanz sowie Wettbewerbsfähigkeit darstellen. Die Zukunft der öffentlichen Leistungserbringung liegt daher nicht im Gegensatz "öffentlich versus privat", sondern in Reformstrategien, die sowohl zu verwaltungsnahen als auch "privatisierten" Lösungen führen können.
