The fact that human activity is contributing to global warming seems increasingly probable. The principle of precaution was adopted as of Rio, in 1992. In Kyoto in 1997, the industrialised countries committed themselves to objective targets for reducing gas emissions, the precise implementation of which were discussed at the Hague, in November 2000. The gap between the positions of the European Union and the United States closed considerably during these negotiations. But their ultimate failure may be explained by government reticence to promote significant changes in the modes of production and consumption which current economic conditions do not impose.
