Abstract

Dans le Protocole de Kyoto, les pays industrialises ont accepte de s’engager de facon contraignante, pour l’horizon 2008-2012, a limiter leurs emissions de gaz a effet de serre. Mais ces pays entendent atteindre leur objectif en limitant les couts lies aux reductions d’emission. Dans ce contexte de la recherche de politiques cout-efficaces, le concept generique de valeur du carbone constitue un outil sans doute incontournable. La valeur du carbone, definie comme le cout des actions a entreprendre pour ne pas emettre une tonne de carbone ou encore la faire absorber par un "puits", correspond alors au cout marginal de reduction des emissions.
