    Depuis 1985, les gouvernements ne croient plus a l’efficacite du marche des changes et c’est un systeme de flottement impur qui s’est impose. Il est devenu evident que la confiance exclusive dans les marches des changes et l’autonomie des politiques nationales conduisent a une impasse. D’une conception des relations economiques internationales preconisant le "laissez-faire" en plus du "laissez-passer", on est passe a une conception qui, tout en conservant le "laissez-passer", rejette le "laissez-faire". Son objectif est de maintenir un cadre de reflexion et de cooperation pour eviter le developpement de comportements non cooperatifs dangereux.
