Wettbewerb durch öffentliche Finanzierung von Schulen in freier Trägerschaft als wichtiger Ansatzpunkt zur Verbesserung des Schulsystems

Abstract

Trotz leichter und begrüßenswerter Verbesserungen belegen die kürzlich veröffentlichten neuesten PISA-Ergebnisse, dass es bei den Leistungen der deutschen Schülerinnen und Schüler im internationalen Vergleich seit der ersten PISA-Studie aus dem Jahr 2000 nicht den »großen Ruck« gegeben hat. »Deutschlands Schüler stecken im Mittelmaß fest«, titelte beispielsweise die Welt, und an der geringen Chancengleichheit für Kinder mit unterschiedlicher sozioökonomischer Herkunft hat sich wenig getan. Um die deutschen Schülerleistungen in die weltweite Spitzengruppe zu bringen, sind sicherlich noch viele Reformanstrengungen im Vorschul- und Schulbereich nötig. Es gibt zwar nicht die eine »Silver Bullet«, mit der alle Probleme auf einmal aus der Welt geschafft werden könnten. Aber die international vergleichende Forschung zeigt, dass ein zentraler – und quantitativ vielleicht der wichtigste – Ansatzpunkt sowohl für ein hohes Leistungsniveau als auch für ausgeglichene Bildungschancen im Wettbewerb zwischen den Bildungseinrichtungen liegt, der durch Wahlfreiheit für die Eltern und freie Trägerschaft der Schulen bei öffentlicher Finanzierung entsteht.
