Abstract

Am 1. Oktober 2008 trat das "Gesetz zur Änderung des Bundeskindergeldgesetzes" in Kraft. Inhalt ist die Verbesserung des Kinderzuschlags. Die Bundesregierung erhofft sich, dass durch die Neugestaltung mehr als doppelt so viele Kinder und Familien erreicht werden wie bisher. Mit der Neufestlegung der Mindesteinkommensgrenze und einer Verminderung der Transferentzugsrate wurden zwei Schwachpunkte der alten Kinderzuschlagsregelung korrigiert. Allerdings gibt es an anderer Stelle eine deutliche Verschlechterung: Bei Erreichen des Höchsteinkommens sinkt nun das Haushaltseinkommen noch stärker ab als zuvor. Die Folge: Die Bereitschaft der Betroffenen, durch eigene Anstrengung von Sozialtransfers unabhängig zu werden, wird gehemmt.
